Moving an alpine troops unit in front of
an enemy city, goto enters the ZOC of
that city too early, and thus cannot end
the move due to ZOC-restrictions. The aimed
tile isn't reached.

Login as Washington, start the game. Activate the
alpine troops on the ship north of Moskva and send
it to the mountain south of Saratov three tiles
away, using goto. It ends its move in the forest
west of Saratov, with a remainder of 1/3 MP.
