This increases MAX_NUM_NATIONS to 255. With some effort the constraint could 
be completely removed, but it doesn't seem neccesary...
Oh, and it has a mandatory capstring. I guess we are going to break the 
protocol for 1.12 anyway (?), so that is ok.
