This is an interesting compromise between CivI/II and Civ:CTP's public
works.  I like the idea of being able to set 'improvement flags' on the
terrain and then available settlers are put to work doing it.  It would
definitely remove some micromanagement without really changing the rules
of the game.

Now whether someone is willing to code this is another idea.
