Civ:CTP does something like this.  The distance from a city to the
capital is calculated taking roads and waterways into account (somehow),
so that building roads decreases your distance-from-capital unhappiness.

A possible implementation could be done using the Goto code.  Calculate
the number of turns it would take for a hypothetical unit to travel from
the capital to each of your cities (you'll have to do some fudging if
you go across an ocean) and use that for the distance when calculating
corruption.
