The dialog can be left open while the user twiddles with settings
elsewhere, watching what affect he is having on happiness.

As you pointed out, it's in the City List that the user sees all of the
happy/unhappy cities all at once.  That's where he would want to scroll
down the list quickly, spot an unhappy city and want to open the happiness
dialog.

However, since you can already open the City dialog from the City List
dialog, and then from there you could open the happiness dialig, I guess
it's not so bad...
