- Some comments added about removing "revolution_fix" capability.
- Fixed bug that revolutions from old savegames last one turn too long.
- Increased value of REVOLUTION_GOVERNMENT and REVOLUTION_MIN. This
leaves some space for future special values, so they can be added
without breaking savegame compatibility.
