I think there's room for both.  The problem with MP3 is that it's much
larger and much more processor intensive than midi.  This isn't a problem
for many (most) players, but so far freeciv runs on about anything.  So
for short sound effects, mp3 is the way to go, but for music, midi or some
variation thereof (mod?) seems the way to go.  Of course, there's no
reason to not have both available.  

I like the idea of traditional folk tunes from whatever civ is being
played!
