My goverment is democracy. Sometimes client shows that unit is going to cause
unhappy citizens although it's in fortress (just moved there). And sometimes
when it leaves fortress, client shows (city dialog) that it is not causing
unhappiness, although it really is. (Civil disorder at next turn). I'm not sure
if this is already corrected to the latest CVS (That's not for windows users.
Waiting for next version). 

To reproduce this:
I uploaded file "democbug.sav" to freeciv/incoming
log in with name "joona"
Take cavalry from Joonala and move it to fortress (2 squares west from Anula).
Game show that Joonala is disordering (it shouldn't)

Then take cavalry from Anula (make it homecity) and move to fortress next to
Perth. then move
northeast and east. Leave it there. Unit causes two unhappy citizens, but
citydialog doesn't show it.
