The vms/ subdirectory was added recently.  If you're pulling from CVS
(like I am ;-) ) then it's possible your vms/ subdir was added after
you'd already configured and compiled the code.

Rerun ./configure from the top-level freeciv directory, and it will
create the vms/Makefile -- this should make the error go away.
