[Freeciv-Dev] Compilation error

Hi!

There is a minor problem when compiling freeciv on Linux. After
everything went ok, the process enters the vms subdir where it does
not find a makefile. This gives an error message, but does no other
harm. 

Second, a while ago, some people talked about silencing the complaints 
about unknown files with the .ruleset extension. This does not work
for German locale.
