[Freeciv-Dev] Spurious 'no contact' (PR#438)

Version: CVS snapshot 5 Jul.

Some barbarians managed to capture my capital and my empire
subsequently split into two.  I moved a Howitzer towards a rebel city
to teach them some manners, but I was told that I had no contact with
the rebels and couldn't attack.
