[Freeciv-Dev] WIN 95/98/NT/2000 X-Window Freeciv 1.11.0 Install Set

I've uploaded the Win X-Window Freeciv 1.11.0 install set to
ftp://ftp.freeciv.org/freeciv/incoming/fciv1110_2.exe.  It should
be renamed to fciv1110.exe (I had an aborted upload that left the first
name and I couldn't get rid of it).

Also there is new source for the Cygwin DLL (to comply with GPL) at
ftp://ftp.freeciv.org/freeciv/incoming/cygwin-src-20000703.tar.bz2
and source for Freeciv (though it's straight from CVS with the 
1_11_0 label) as
ftp://ftp.freeciv.org/freeciv/incoming/csrc1_11_0.tar.bz2.

This release still requires an X server.

I've noticed that GLIB complains about XLIB not supporting locale.  This
appears to be innocuous.

I've also had some problems exiting the client and then reconnecting
without restarting my X server (Exceed).

I plan to look at these when I get a chance, but I'm on vacation next
week and wanted to get this out for people to try out.
