In the current patch, warming and cooling are completely independent.  They
can happen on the same turn.  Nuking to compensate for pollution will
"work" to some extent, but since both change terrain into things you don't
really want, it won't "help".  After a few rounds of Global Warming *and*
Nuclear Winter, all that will be left is swamp, desert, tundra, glacier
(and hills and mountains, which aren't converted by warming/cooling).

Also, in the current patch, Nuclear Winter is a global effect.
