 Most obvious conflicts/dublicate work:


 - Effect of Manhattan Project

   gen-impr solution:
   "Enable_Nuke" as special effect of Manhattan Project.

   req_gen solution:
   Every nuclear unit requires Manhattan Project.


 - Effect of Apollo Program

   gen-impr solution:
   "Enable_Space" as special effect of Apollo Program.

   req_gen solution:
   Space parts require Apollo Program.


 - bldg_req

   gen-impr solution:
   Separate entries for bldg_req at buildings.ruleset.

   req_gen solution:
   Building requirement is one of the standard requirements.


   It's (probably) looong way before I can generalize building
   requirements, so maybe gen-impr solution should be used until then.
