I'm having a hack at implementing a united nations wonder that confirms
to civ2:

@;United Nations
@PEDIAIMPROVE63
^* Free embassy with every other civilization.
^* Enemy civ's cannot refuse your peace treaties.
^* As a democracy, you can declare war 50% of the time
^  (peacekeeping missions).

However, I'm a bit puzzled to how wonder variants function. B_UNITED is
used in  player_owns_active_govchange_wonder, which implies that variant
1 for united nations allows you to change government as with statue of
liberty.

How is the behaviour in civ1?
How will generalized improvements affect this?
How do I implement the new behaviour as an variant?
