This (freeciv-dev) is the right place to send patches!  (Your patch was
done just the way we like them -- using "diff -ru" (or "-ruN", if you make
a new file).  However, a more descriptive name would be nice -- can you
guess how many "freeciv.diff" or "diff.txt" files I see? ;-)

Everyone who contributes should read
<http://www.freeciv.org/contribute.html>.  It explains the basics.

There are a few people who have write access to the CVS repository.  When
you post a patch to this list, everyone on the list can look at it, try it
out, and comment back to the list on it.  If a consensus emerges (or,
simply, no-one objects), then eventually one of the CVS-writers will commit
the patch.

You will notice that even those of us with write access will generally
submit our patches to the list for review before committing them.  We're
not infallible, either. ;-)
