The description in the CivII manual regarding recovering reputation and the
effect of the Eiffel Tower is:

"Over long periods of time, if you mend your ways by keeping your word to
other rulers, the black marks on your reputation can be partially erased
and your honour somewhat redeemed.  If you build the Eiffel Tower Wonder,
the process of character redemption is speeded by a "lump sum" 25 percent
shift in your favour, followed by a more rapid recovery time.  Only through
the effect of the Eiffel Tower can a player who has broken his word regain
a spotless reputation."

This describes a feature of reputation that isn't currently implemented -
it looks like there's a maximum possible reputation that is damaged by
breaking your word and which doesn't recover with time (apart from the
one-off lump you get for building the Eiffel Tower), as well as your
current reputation, which does.

Just thought I'd toss that in :)
