Yes, this has bugged me too. During one revolt when I was a democracy, I
lost 40+ units because the cities lacked shields with the penalty in
anarchy.
I'd really like to see this one fixed.

Another thing that comes to mind is that unit unhappiness (democracy or
republic) is impossible to remove, even when you remove all workers, you
still get 2 unhappy, leading to a revolt.

Imagine the frustration when I first got a revolution because I
couldn't use elvis'es to remove unhappiness, and then lost all those
units :)
