I think that rescuing sailors is way too low-level for freeciv.  If
your ship gets sunk, your equipment is gone, and the only thing that
can be rescued is the people.  At the level of freeciv gameplay, a unit
that has lost its equipment is basically destroyed, just as much as a
combat unit which is defeated on land.  There will always be survivors,
but they are below the scale that the game is simulating.
