Sorry for very late answer :)

civ2: 10 base shields +100% for uni/lib = 20 + 50% for copernicus = 30
+ 100% for newton = 60 'shields' total.

freeciv: 10 base + 250% = 25 shields.

This is why the science wonders are much more valuable in civ2.
