For now we make sure they are always at war with everybody, so things

I think this can wait til later.
This patch does:
-rewrite the resolve_unit_stack use in handle_player_cancel_pact() to
make sure we do not corrupt the unitlist.
-make remove_player() update the player diplstate array.
