I tried your example, and it worked fine.  The max rate for Republic is
80%, for Monarchy 70%.  I set Science to 80%, switched to Monarchy, and
Science was reduced to 70% and Tax was increased from 10% to 20% (Luxury
remained the same at 10%).

You have pointed out that the help text for the government types does not
mention the maximum rate -- it should.
