I agree, it seems reasonable to allow the user to change production
in this case.

Definitely.  (Usually, in the same turn!)

It's not OK: it's hard to lose 200 production due to a change of production,
the penalty of having missed the wonder is usually harsh enough.  (It's
probably been rushed.)
