That stage is never reached, unless you like to play against the AI
and you aren't good enough to beat them sooner.  99% of the games
I've played never reach the tech of Automobile; in 99% of my games,
my cities only build Aqueducts because they're on autobuild.

If you want to do something about the city smallpox syndrome,
it must be a change that affects the game early on.
