[Freeciv-Dev] Brazilian nation

I still maintain that we should split nations.ruleset by
epoch... anyway... if we ever do this, this goes into "modern".

I didn't really want to do this nation, but my friends want to
play with it, so they half-made it. The credits should go to me
and Richard Garrel <rgarrel@xxxxxxxxxxxx>.
