Currency (IB-group-metal-based) was very early invention,
much earlier that flags at least.

actually, the only way to turn this off is change all `valuta=foo' in
nations.ruleset to `valuta=credits' or `valuta=gold'.
It seems reasonable to be able to use one currency for the whole
world. This will be surely barbarian currency, but how to tell it to
server ? By a rule or server option ?
