Umm, you were rigth. It turned out that fortyfying worked instantly in
un-patched freeciv, unlike how it worked in civ 2. Reverted to normal
freeciv-behaviour in attached patch. Should the fortify-behaviour be changed to
civ 2 compliance?

ps: make distclean doesn't remove all the files it should; fx the makefiles for
gui-xaw and 3 files in the po-directory is left untouched.
