Hello iquin.

This feature has been in, but has been removed for the freeciv mode 
( and for the other modes as well ), because people felt it was too harsh.
Maybe a smarter, but a lot more complex way would be to add one extra unhappy
citizen to a random city in the empire for each city over the limit. Id Est:
The limit is 10 cities, you have 30 cities, you get 10 extr(in random cities) 
for being over 20, and 20 extra unhappy for being over the limit of 10 in 20 
randomly selected cities.
