when you expand your empire by building new cities or conquer a city,
the new city becomes either a part of the empire or a colony. the
difference is based on movement points from the closest city in your
empire. i.e:

where # is the capitol, * are cities in the empire, and @ are new
cities. new city a) will be a colony, and new city b) will be a part of
the empire, since it is close enough. city a) can become part of the
empire if a new city is founded in between a) and a city in the empire,
or a road is built to it (unless the road is too long (since a road
counts as 1/3 movement point)).
colonies that are close together becomes part of the same colony.
a colony contributes to the empire as usual with taxes, shields
knowledge etc., but it has a specific property, that if the mood in the
colony is less than content (all content + one unhappy) the colony
revolts and becomes a new civilization that is at war with you as a
default. only the affected colony revolts.

if colony a revolts, colony b is still loyal to the empire. also colony
b and a might join to become one clolony by adding a road or building a
city inbetween. and the colonies can be part of the empire with a road
connection between empire and colony a and colony b. if there is a
railroad connection between a colony and empire the colony joins the
empire no matter how far away it is. also all colonies join the empire
when your civ discover flight. the exact movement points for
distinguishing between a colony and the empire has to be determined
based on playability.
