Do you mean "go to" or "move"?  "Go to" (under the "Orders" menu) is a
long-distance move.  "Move" is just on square at a time.

If you mean "move", and you mean "arrow" keys rather than "key pad" keys,
then this is a known bug with the Gtk+ client:

Note that the key pad keys do work, as well as let you move in all 8
directions.

There's another problem with the Gtk+ client, where the key pad keys seem
to stop working.  The problem is that it can be difficult to get the main
window to accept the focus.  The focus seems to get "trapped" by the chat
line.  Try pressing <tab> to advance the focus, then the key pad keys
should start to work.
