Well, finally, here's my second attempt at fixing up the missing bits in
terrain rulesets. I uploaded the patch to:

First, this implements David's river movement cost idea. Then, I moved the
railprod, railtrade, railfood and farmfood server options into terrain
ruleset parameters. Finally, I went through all the code, looking for
things that were dependent on terrain types or specials, and I added these
as parameters to the terrain rulesets.
Beware: this hasn't received nearly enough testing ;-)
