I think the main thing is does is make the client disable
the "Turn Done" button, which indicates that the turn is over.
There is then usually a delay while the AI moves, and then
the end-of-turn stuff happens, followed by the "Turn Done" 
button being re-enabled.  (Or something like that; can't check
right now.)

(This is not actually ideal, because the AI then does its
"start of turn" activities, which for big games can make the 
server non-responsive for a while even _after_ "Turn Done" is 
re-enabled.)
