You don't tell us which version of freeciv you are using,
on which OS, or how you configured/compiled/installed freeciv
(whichever apply).

Above, "medium" and "small" don't match; shouldn't that be 
"civclient -tiles medium", or "/usr/share/games/freeciv/small" ??

If you installed freeciv from sources with a default 
configure, the appropriate directory would be, eg, 
"/usr/local/share/freeciv/medium", but if you installed 
from a pre-compiled package then what you have above may 
be correct.  (Or if you are running freeciv from the source
dir using the "civ" script then the dir "data" within the 
source tree would be the correct place.)

(In the not-yet-released freeciv 1.8.1 this will be a lot 
easier: you will be able to put new tiles in "~/.freeciv".)
