hi freeciv-developer,


first: the Women's Suffrage seems to have no effect.


second: was is need to make a new tile set work?
i tried to make a tile set by copying the default one and reducing
them to 30x30. the result has the exactly the same 64-colors palette.
the first 67 lines of the .xpm are identical, except for the third
one:

i've put them on "/usr/share/games/freeciv/medium" and tried
"civclient -tiles small", but the default one is still used.
