Hello Iain,

For each goverment, there is a limitation to min/max rate in
tax/science/luxury.

Under despotism, anarchy, it's 40 % 60 %.
Under monarchy, it's 30 % 70 %.
Under republic, it's 20 % 80 %
Under communism/democratie, it's 0% / 100 %.

See goverment_rate in common/player.c
( after the list of names for city ).
