[Freeciv-Dev] Research (Science), Income (Taxes) and Luxuries are limite

I find that when I start a game I can only have a 40/60 balance between
Science, Taxes and Luxuries. I would prefer to start with 100% Science
and then move to the others after establishing a good technology base.
This is apart of version 1.8.0, in partucular the xlib version.
