The problem is that your civilization does not have to discover such
an advance in order to build spaceship drives.  This would be a glaring
inconsistency with how the game works.

In Civ2, your spaceship is definitely propelled by nuclear reactions.
In fact, you get a bonus (faster journey) if you've discovered Fusion
Power.  (The book says you get 25% more thrust power -- see page 93.)

I vote to follow the Civ1/2 spaceships as closely as possible.
