OK.  I know I ran with this option.  It must be my directory
tree.

It's automake v1.3.  If I manually run automake then my Makefile.in
is generated as I'd expect from the Makefile.am.

I suspect it's not so much a cvs problem by user error trying to
update from cvs.

I'll continue to look into this (when the server comes back up), but
I just wanted to let people know that I had that problem until
I forced the automake.
