No, it was not random. In Civ2 the shields were arranged like this:

--SS--SS--SS--SS--
SS--SS--SS--SS--SS
--SS--SS--SS--SS--

You could see the pattern from large grassfields. And so you could
predict where to benefit most when you used your engineers.
