I have *a* webserver but not *the* webserver :-)

That is, I do not host the web or ftp for freeciv.org (just the mail) but I
do run www.complete.org.  I actually do have a private installation of
debbugs here just for kicks, and could make it available for freeciv if
desired, but I think that debbugs is overkill for freeciv.  I know somebody
did set up a bug-tracking system already; I suppose we ought to give that a
try before looking for something else.
