Would be fine too. The situation that made me think of channels
was when I had two land masses separated by a two-tiles-wide
istmo - as in (" "=water, everything else=land)

             **********...
             **********...
            #0*********...
          ***0#
...***********
...***********

Then if I could channel either "#", I could build a city in one
of the "0" and it would be available as a link between the two
oceans.

My point is that in real life _less_ tech is required for
landfilling than is for channels (AFAIK). So perhaps, if we have
the tech for landfilling and it is enabled in the server,
engineers automagically gain the hability to walk on
"landfillable" ocean tiles? Of course the "sea engineer" is
still cool, but for deeper things like sea tunnels.
