Suggestion: wherever it is moved (or even if it isn't), how
about giving it the intuitive alias "metaserver.freeciv.org"?

Maybe we shouldn't bother the client about that? Just roundrobin
metaserver.freeciv.org and make the client try to connect x
times (where x is configurable, defaulting to 3 or 5), each of
them looking up again so the roundrobin alias gives a different
result...

This is more or less how openprojects work:
irc.{debian,redhat,...}.org CNAME irc.openprojects.net and
irc.openprojects.net roundrobined to 20+ IPs.

Perhaps we could distribute the sources of the metaserver too,
so people could run their own?
