Sending race names, leader names, city suggestions, etc at start up wouldn't
be very difficult.  It's not very much information really.  There is a problem
with sending the flag.  Not every player is using the default tile set, so
there is no way to have the proper flag.  Some people might be playing with
small tiles, or large tiles, or ones with the flag in the corner like civ2,
etc.

Have the server send the contents of the default_*_city_names arrays to the
client.  Perhaps just the one needed for the race the client is playing.
