The problem with this discussion seems to be that there are too
few arguments either way, and most people don't care either way.

On the one hand: "there is no reason to change, leave them in freeciv-dev";
on the other: "there is no reason _not_ to change, create freeciv-cvs".

In favour of leaving them in freeciv-dev:
- Everyone who gets/joins freeciv-dev will automatically get the 
  cvs messages without having to join another list.
- Most people will want both anyway?
- Anyone who doesn't want them can filter?
- ?

In favour of creating freeciv-cvs:
- People can choose whether to get the cvs messages or not, without
  having to resort to filtering.  
- People who want both mixed in together can configure their email 
  software appropriately ;-)
- Cleaner archiving of discussion vs cvs-logs?
- ?

Correct.  Or if discussion posts happen to have similar subject 
lines one can probably filter on the From line.  (Oh, and I think 
you mis-wrote "carefully studying" ;-)

Personally, I lean towards creating freeciv-cvs...
