I see some problems with this, besides the work this implies:

1) Not all the cities have the same level of "translatability". For
example, the german city "Berlin" is spelled "Berlín" in spanish (no big
deal), yet the spanish name for "München" is "Munich" (it's AFAIK,
actually a different name). "Bonn", on the other hand, is spelled the
same way in both german and spanish.

2) Consistence: not all the cities in ruleset X are transalatable to
language Y, so some cities will have to be left as is. Let's say, that
the spanish conquer the english cities of London and Liverpool - the
first one will be changed to "Londres", while the second one won't
change.
