Attached is a unified diff for the russian.ruleset updated with:

1) new natural city names, applying only to terrain implied by the name
    itself

2) leader names in Russian instead of English

3) leader and city names in official UN transliteration modified for
    ISO 8859-1 (e.g. use of `ch' instead of `c' with hachek)

4) additional cities, all sorted according to the age-size weighting
    algorithm

What might be controversial is that I have included cities now in the
Belorussian and Ukrainian republics, for IMO a very good reason:  Kiev,
now the capital of Ukraine, was the capital of mediaeval Russia.  Moskow
wasn't even a city then.  There is no way to represent the old Russian
civilization accurately without having all the old cities in the West.
Ukraine should be reserved as a rebel country if it is used.

OTOH, if Ukrainian spellings are used for the Ukrainian cities (e.g.
Mohiliv[?] for Mogilëv), the overlap might not be obvious to the average
Westerner anyway.

I excluded cities of Turkish or Polish origin which have become Russian
now.   I excluded Herson because it borrows the name of an old Greek
settlement, but I kept Stavropol' because even though it has a Greek
name (="Cross City") it is a modern Russian settlement.
