Tomasz you should read Dirk Stoecker's posting (from Sat, 16:04)
again. He translated the according German law. §86a/2 clearly
shows the problem.

Well - one solution could be inclusion of the of the flags
into the nation.rulesets. The xpm format shows how this can
be done with pure ascii data.

Another solution would be using ImageMagick for image "patching".
(Have a look into "man combine" for details.)
