  This doesn't explain why it keeps building more ferries after first 
bunch is finished.

  In #10205 save 'Tester' already has 501 transports - 160 other units. 
Still it has 12 transports in production. It does build more Howitzers 
and Mech Infs but those get wasted in battlefield - transports just pile up.
