[freeciv-ai] (PR#9063) Bug: AI can't handle notradesize/fulltradesize

I would suggest that we should remove the notradesize/fulltradesize
server options altogether, since they do not work as a deterrence to ICS
as originally intended.   Of course, ideally AI should be able to deal
with different rulesets and server settings, but I feel that it's a
waste of valuable maintainer resources to teach AI to deal with useless
server options.
