Attached savegame should hightlight some problems in the AI...
Login as Jan, set /hard, /debug units on the middle city, then watch as
the AI moves its only defender _away_ from the key city with city walls.
Then later it attacks using its only defender.
Now, the last might not be such a bad idea, since it does win, and since
it has a barracks, it does not end up in a very bad situation, either. But
the code does not check if it has a barracks, nor how many other attackers
there are around.
